It's starting to hurt, the pull on his hair. That in turn is almost enough to make Castiel feel a little better. He doesn't like the look on Sam's face, and if he wasn't feeling so off his own footing he'd do anything to make it go away, bring his dominant back the way Castiel knows and cherishes him.
Instead, when Sam lets go of his hair, he complies with the order, slides off the bed and kneels on the floor. Now pillow. Just Castiel, naked, waiting for his punishment.
