There's no way for Zachariah to come out of the question looking good. Either he didn't realize, which means that Castiel's heats may not be regular. Something that could be difficult when it comes to the contract. Or he did know and purposefully put him into a room of posturing Alphas, where he could have gone into heat at any time. Something that could have caused a massive fight had it actually happened in the room and not slightly sequestered.
